3.664

解曰：西國出家者不立記籍亦無主典，僧中統攝悉皆無矣。非理役使者，同俗策役也。從此第三結法不久。

Exposition: In the Western regions, those who have gone forth do not have registers established, nor do they have supervisors; control and governance within the Saṅgha are completely nonexistent. 'Employ them contrary to principle' means conscripting and employing them just like the laity. From here, the third [part] concludes that the Dharma will not endure for long.
