解曰：不依我法者，三學之外盡非佛法。附近破法，以事應知。從此第二明橫制法。
Exposition: 'Do not rely on my Dharma' means that anything outside the three trainings is not the Buddha's Dharma at all. Regarding drawing near to destroying the Dharma, one should know it from actual affairs. From here, the second [part] explains arbitrary regulations.
