解曰：諸部律說隨佛所制，當如法行。佛所不制不應橫制，制即非矣。從此第三結明不久。

Exposition: The Vinayas of various schools state that one should follow what the Buddha has established and practice according to the Dharma. What the Buddha did not establish should not be arbitrarily established; to regulate it is wrong. From here, the third [part] concludes by explaining that [the Dharma] will not endure for long.
