解曰：自作破法者，謂四部眾不能依教如法修行也。破國因緣者，國王大臣自不持正建立正法也。此二相資，正法隱沒，天龍不護，五濁增故。從此第二結過無盡。

Exposition: 'Will themselves create [the causes and conditions for] destroying the Dharma' means that the assemblies of the four groups cannot practice in accordance with the Dharma relying on the teachings. 'Conditions for ruining the state' means that kings and great ministers do not themselves uphold righteousness or establish the true Dharma. These two mutually reinforce each other, the true Dharma disappears, the devas and nāgas do not protect them, and the five turbidities increase. Next, the second [part] concludes that the faults are endless.
