The commentary states: As in the Daśabhūmika Sūtra, in the first bhūmi one becomes a king of Jambudvīpa. The Yingluo Jing says that from the first bhūmi upward, one is a lapis-lazuli wheel-turning king. The Avataṃsaka Sūtra says: 'In the first bhūmi one becomes a king of Jambudvīpa'; here it says wheel-turning king. Saying 'Jambudvīpa' clarifies the place of dwelling. Saying 'lapis lazuli' clarifies superior excellence. Saying 'wheel-turning king' cites the wheel-jewel. The land dwelled in and the sphere of transformation do not conflict. However, in this present sūtra, what is the difference between a first-bhūmi bodhisattva and a wheel-turning king of the path-nature? Answer: As the verse below says, 'skillfully transforming sentient beings, roaming through a hundred kingdoms.' Here it is a hundred, whereas there it is one; there are many distinctions between the superior and inferior of sage and ordinary. From here, the third part clarifies the quantity of dharmas cultivated.
