The commentary explains: 'Endowed with great supernormal powers' explains what has already been attained. 'Cultivating the powers and fearlessnesses' explains cultivation. 'Well able to guard and protect the Dharma-treasury of all buddhas': the four unobstructed comprehensions constitute the Dharma-treasury of the buddhas; being well able to uphold and expound them constitutes guarding and protecting. Alternatively, attaining the first two of the four serves as the Dharma-treasury of the buddhas, while attaining the latter two, expression and eloquence, serves as the ability to guard and protect. As the Avataṃsaka says: 'Serving as a great Dharma master, endowed with the conduct of a Dharma master, well able to guard and protect the Dharma-treasury of the Tathāgata, giving rise to the four unobstructed [comprehensions] through skillful cognition, they expound using the words of a bodhisattva.' According to the intent of that sūtra, the twelve-division canon is the Dharma-treasury of the buddhas, being endowed with the two practices of benefit serves as the ability to guard and protect, and giving rise to the four unobstructed [comprehensions] carries out the work of benefiting and bringing joy. From here, the second part explains unobstructed comprehension.
