問者又言：「七種學人不名羅漢，何所形耶？」解言：「聖人立名有通有別，別則不爾，通則皆然，何異須陀洹人亦名為學。」

The questioner also asked: "The seven classes of learners are not called arhats; how can they be compared [as lesser to greater]?" The explanation states: "When sages establish names, there are general and specific applications. Specifically they are not so, but generally they are all like this; how is it any different from a stream-enterer also being termed a learner?"
