「若有善男子女人」此下是第二，正明通經之軌則。就中有三段者，第一先假說問通經之軌；第二「入如來室」下次第列出通經之軌三種章門；第三別釋也。今明第二，此中則以法為通經之軌，下總通經中以藥王等諸菩薩則以人為通經之軌，下單舉人不無有法，此中單舉法不無其人，人法互舉，欲令兩義雙顯。「如來室」者，此下第三，次第解釋通經之軌三種章門也。

From 'If there is a good man or good woman' downward is the second [section], directly elucidating the rules for propagating the sūtra. In this there are three parts: first, a hypothetical question about the rules for propagating the sūtra; second, from 'Entering the Tathāgata's room' downward, sequentially enumerating the three section headings of the rules for propagating the sūtra; third, distinct explanations. Now, explaining the second: here, it takes dharma as the rule for propagating the sūtra, whereas below, in the general propagation of the sūtra, it takes persons—such as Bhaiṣajyarāja and other bodhisattvas—as the rule for propagating the sūtra. Below, raising persons alone does not lack dharma; here, raising dharma alone does not lack persons. Persons and dharma are alternately adduced, desiring that both meanings be displayed equally. 'The Tathāgata's room' is the beginning of the third [part], sequentially explaining the three section headings of the rules for propagating the sūtra.
