Regarding giving rise to teaching: The Great Treatise says: 'The Buddha always rejoiced in silence and did not rejoice in expounding the Dharma.' The Vimalakīrti-sūtra also discusses closing the mouth. This sūtra says: 'It cannot be declared in words.' The Great Sūtra says: 'The arising of arising cannot be spoken, up to the non-arising of non-arising cannot be spoken.' It also says: 'It can also be spoken; the Dharma of the ten causes and conditions serves as the cause for arising.' 'The ten causes and conditions can also be spoken': from ignorance up to existence, these ten constitute sentient beings, who are endowed with four kinds of capacities and can stimulate the Tathāgata to expound four kinds of Dharma. If sentient beings constituted by the ten causes and conditions have lower-grade joy and desire, capable of generating worldly wholesome acts within the realms, crossing over clumsily to destroy delusion, and analyzing phenomena to enter emptiness—for those endowed with these causes and conditions, the Tathāgata turns the Dharma wheel of the four truths of arising and ceasing, giving rise to the tripiṭaka teaching. If sentient beings constituted by the Dharma of the ten causes and conditions have middling-grade joy and desire, capable of generating principle-based wholesome acts within the realms, crossing over skillfully to destroy delusion, and embodying phenomena to enter emptiness—for those endowed with these causes and conditions, the Tathāgata turns the Dharma wheel of the four truths of non-arising, giving rise to the shared teaching. If sentient beings constituted by the ten causes and conditions have upper-grade joy and desire, capable of generating worldly wholesome acts beyond the realms, destroying delusion successively, and entering the Middle by degrees—for those endowed with these causes and conditions, the Tathāgata turns the Dharma wheel of the four truths of the immeasurable, giving rise to the distinctive teaching. If sentient beings constituted by the ten causes and conditions have highest-upper-grade joy and desire, capable of generating principle-based wholesome acts beyond the realms, with one destruction of delusion destroying all delusions, entering the Middle perfectly and suddenly—for those endowed with these causes and conditions, the Tathāgata turns the Dharma wheel of the four truths of the unconditioned, giving rise to the perfect teaching.
