三藏、通教，教、證俱是權，故但三無四。別教教道權、證道實，從證則四，從教則權。

In the tripiṭaka teaching and the shared teaching, both the doctrinal path and the path of realization are provisional; hence they have only the three [provisional vehicles] and lack the fourth. In the distinctive teaching, the doctrinal path is provisional while the path of realization is real; judged by realization it is the fourth, but judged by doctrine it is provisional.
