7.38

若約三藏一向是權，化城楊葉，還就三藏，約化他為權，就自行為實；約四悉檀，三權一實；約四門，十二權四實。

If in terms of the tripiṭaka [teaching], it is completely provisional: like the conjured city and the willow leaves, still within the tripiṭaka teaching, regarding transforming others it is provisional, while regarding personal practice it is real; in terms of the four siddhāntas, there are three provisional and one real; in terms of the four gates, twelve provisional and four real.
