A wheel-turning king is sovereign over the four realms; Śakra is sovereign over the Trāyastriṃśa heaven; the Great Brahmā is sovereign over the three realms. Other sūtras are sovereign either over saṃvṛti-satya, or over ultimate truth, or over the middle way; but these are merely sovereign over separate distinctions, not great sovereignty. Now this sūtra harmonizes the three truths into perfect interfusion and attains supreme sovereignty, like the Great Brahmā King. Other sūtras rescue sentient beings from birth-and-death, like the five sons of the Buddha being foremost among ordinary beings; or they rescue sentient beings into nirvāṇa, like a bodhisattva abiding above the non-learners. Now this sūtra rescues sentient beings, surpassing even the bodhisattvas of the expedient teachings, so that they become Dharma Kings, foremost of all.
