法華玄義釋籤 12.12

此約《大論》文，皆以小乘為三悉，對般若為第一義，故作此簡。若依此義，今文唯在第一義也。

This is according to the text of the Da zhidu lun, where the Hinayāna is consistently treated as the three siddhāntas in contrast to prajñā as the supreme-truth [siddhānta]; hence this distinction is made. If relying on this meaning, the present text is concerned exclusively with the supreme truth.
