10.127

分文為四：一、發來；二、勸發；三、述發；四、發益。初經家敘發來，為三：一、上供；二、下化；三、修敬。「自在」者理一也，「神通」者行一也，「威德」者人一也，「名聞」者教一也。又「自在」者常也，「神通」者樂也，「威德」者我也，「名聞」者淨也，言說如此，即一而四，德無不備，自在義焉。淨力故雨花，樂力故奏伎，神通故動地。自在力故隨意而雨，隨去隨雨，隨動隨奏。譬如大龍飛行不息，身邊雲雨流起無窮。普賢及眷屬，以菩薩身、用四德力來。勸發四：一、所逕歷處自行上供，其事如此。從「又與諸天龍」下，所逕歷處下化利益，隨他所宜現八部像，略用二力隨所堪任，其事如此。三者、修敬，身旋面禮，如文。

The text is divided into four: first, setting forth and arriving; second, offering encouragement; third, commending the encouragement; fourth, the benefit of the encouragement. First, the sūtra compiler recounts his setting forth and arriving, in three parts: first, offering up above; second, transforming below; third, cultivating reverence. "Mastery" means the unity of principle; "supernatural powers" means the unity of practice; "awe-inspiring virtue" means the unity of person; "fame" means the unity of teaching. Moreover, "mastery" is permanence; "supernatural powers" is bliss; "awe-inspiring virtue" is self; "fame" is purity. When spoken of in this way, the one is precisely the four, and no virtue is not complete; such is the meaning of mastery. Because of the power of purity, flowers rain down; because of the power of bliss, music is played; because of supernatural powers, the earth quakes. Because of the power of mastery, rain falls as he wills; wherever he goes, rain falls; wherever he moves, music plays. Just as when a great dragon flies ceaselessly, clouds and rain endlessly stream and arise beside its body. Samantabhadra and his retinue come in bodhisattva bodies, employing the power of the four virtues. Offering encouragement has four parts: First, in the places he traversed, his own practice of offering up above was like this. From "Further, together with the devas, nāgas" onward, in the places he traversed, transforming below to bring benefit, manifesting the forms of the eight classes according to what was appropriate for others, briefly employing two powers according to what they could bear—this matter was like this. Third, cultivating reverence: circling his body and bowing face to face, as in the text.
