文略不載，人實不少，文云：「及諸小王、轉輪聖王等。」《無量義》中列四輪王，國王、國臣，國民、士女，其眾則廣。
The text is concise and does not record them all; the humans were in truth not few. The text says: "as well as minor kings, wheel-turning sage kings, and so forth." In the Innumerable Meanings Sūtra, four types of wheel-turning kings, kings of states, state ministers, citizens, gentlemen, and ladies are listed; that assembly was vast indeed.
