復次二乘雖達二諦不知中道，如有二眉而無白毫，別教雖知三諦，不能毫中具一切法，當知從初至後，法界中事悉現毫內者，即表圓教之意。

Furthermore, although the two vehicles grasp the two truths, they do not know the Middle Way, which is like having two eyebrows without the white curl. Although the distinctive teaching knows the three truths, it cannot encompass all dharmas within the curl. One should know that from beginning to end, all affairs within the dharma realm appearing within the curl represents the intention of the perfect teaching.
