"The three carts serve as a parable for the wheel of teaching the Dharma; the conjured city serves as a parable for the wheel of supernatural transformations. Furthermore, the carts are a parable formulated in terms of sound—the sons heard but did not see them; the city is a parable formulated in terms of visible form. Question: How do the city and the two messengers relate? The messengers are able to give directions, just as the teaching explicates the principle; the city is for resting from affliction: the teaching is dynamic, while the city is static. The teachings differ as the Four Truths and the Twelve Links of Dependent Origination; the city is the lack of difference in entering [nirvāṇa] without remainder through the two types of wisdom. The teaching pertains to both cause and effect; the city and carts pertain only to the effect. The teaching pertains to both the conditioned and the unconditioned; the city and carts pertain only to the unconditioned. Expedient wisdom regards the carts as non-existent, because they are nominal, pedagogical contrivances; real wisdom regards the carts as existent, because liberation is not taught apart from words and letters. Expedient wisdom illumines the city as existent, because it leads sentient beings; real wisdom illumines the city as non-existent, because biased truth is not the real. Expedient wisdom illumines the carts as three, because it adapts to three conditions; real wisdom illumines the carts as one, because all converge in the One Vehicle. Expedient wisdom illumines the city as one, because it is biased truth; real wisdom illumines the city as three, because of the tathāgatagarbha. Expedient wisdom illumines the city as static, because it is the extinguishing of ashes; real wisdom illumines the city as dynamic, because it extinguishes this conjuration. Expedient wisdom illumines the carts as conveying, because they convey [beings] into [nirvāṇa] without remainder; real wisdom illumines the carts as static, because they neither move nor emerge. How could offering an explanation such as this be the same as the old interpretations? The old interpretations operated strictly within the meanings of the Hīnayāna."
