未開權，求佛人未決，《法華》唯一無三，永出退心，故去佛近，文云「決了聲聞法」。
Because they have not opened the expedient, those seeking buddhahood have not resolved [their doubts]. The Lotus has only the one and no three, forever leaving behind the mind of regression; therefore it is near to the Buddha. The text says, "decisively resolved the śrāvaka dharma."
