8.76

二萬是〈法師品〉初別命之數，故奉旨受持，八十萬億那由他等前無別命，止是通覓。今佛眼視，令其發誓此土通經，通經證驗深重佛意殷勤，是故蒙勸而弘，故有二意也。

The twenty thousand were the number specifically commanded at the beginning of the "Dharma Teacher Chapter", and thus they received the decree to accept and uphold [it]. The eighty myriad koṭis of nayutas had received no prior specific command, but were only sought generally. Now the Buddha looks with his eyes to cause them to vow to propagate the sūtra in this land; the verification of propagating the sūtra is profound and grave, and the Buddha's intent is earnest, so they were exhorted and thus propagated it. Therefore there are two meanings.
