1.69

通論皆是正說前相，別論唯問答是教，且從通說無不表教，故文簡云非為人天作序等也。

Broadly speaking, they are all preliminary portents of the direct expounding; specifically speaking, only the questions and answers constitute the teaching. Provisionally speaking from the general perspective, there is nothing that does not express the teaching; hence the text screens them by saying that it does not serve as a preface for humans and devas, and so forth.
