教說多故，由物機故，是攝生故，令專注故，宿緣厚故，約多分故。下分兜率其例不同，但在機感。

Because the teachings mention it frequently; because of beings' capacities; because it gathers in sentient beings; to cause them to concentrate single-mindedly; because past affinities are deep; and based on the majority. The Tuṣita heaven mentioned below is of a different category; it entirely depends on the responsive capacity of the beings.
