3.137

從昔列之，具如序釋。故解釋者，先須順經現文次第且歎其小，復更約教及以本迹，探取文意準今以說。

They are listed according to the past, as fully explained in the commentary on the preface. Therefore, an expositor must first accord with the sequence of the present text of the sūtra and temporarily praise their Hinayāna [attainment], and then further, with reference to the teachings as well as the origin and traces, draw upon the intent of the text to explain it in conformity with the present.
