Next, regarding "dispatching a bystander": this is explained in terms of the teaching and in terms of persons. In terms of the teaching, principle and teaching are viewed in relation to each other; in terms of persons, master and disciple are viewed in relation to each other. The person must point to the teaching, and the teaching must depend on the person; only with both interpretations is it complete, and one cannot show only one side. First, in terms of the teaching: principle is the dharmakāya, and wisdom is the sambhogakāya. Because of wisdom, it is spoken of; thus wisdom is that which can dispatch. Although wisdom can dispatch, that upon which it relies is principle: that which can dispatch is like a minister, and that upon which it relies is like a king. That which is dispatched is the teaching; therefore principle is primary and the teaching is secondary [or bystanding]. Thus, when the sambhogakāya is viewed in relation to the teaching, the sambhogakāya is also called primary. However, the sambhogakāya is accomplished through principle; principle is close while the sambhogakāya is distant. Therefore, of the two primaries, it is spoken of in terms of what is close. Regarding "furthermore, the bystander" downward, which is the explanation in terms of persons: following the "Chapter on Worthy Head," the "Chapter on the Ten Abodes" takes place in the Trāyastriṃśa Heaven, where the ten "Wisdom" Bodhisattvas are headed by Dharma-wisdom, and the other nine Wisdom [Bodhisattvas] each praise with verses; next, Bodhisattva Dharma-wisdom extensively explains the ten abodes. Next, the "Chapter on the Sovereign in the Yāma Heaven" has the ten "Forest" Bodhisattvas, where the nine Forests also each praise with verses, and then Merit-Forest extensively explains the ten practices. Next, the "Chapter on Ascending to Tuṣita" has the ten "Banner" Bodhisattvas, where the nine Banners also each praise with verses, and then Vajra-Banner extensively explains the ten dedications of merit. Next, the "Chapter on Ascending to Paranirmitavaśavartin" has thirty-six "Treasury" Bodhisattvas, headed by Vajragarbha; there is a bodhisattva named Mukticandra who requests the explanation of the ten stages. When these four bodhisattvas speak of these stages, all state that they speak through the Buddha's power; hence they are named "those who are dispatched."
