十方世界豈無一佛不得開顯，不開顯者皆應發願，何獨多寶？若不發願佛道不同，若發願者皆合聽經。又諸佛化皆預照機，豈成佛竟不得開顯方始發願？

In the worlds of the ten directions, is there not a single buddha who did not attain opening and revealing? Those who did not open and reveal should all make vows; why only Prabhūtaratna? If they did not make vows, the Buddha-path would not be identical; if they did make vows, they should all listen to the sūtra. Furthermore, the transformations of all buddhas foresee the capacities in advance; how could it be that only after achieving buddhahood and failing to open and reveal would he just then make a vow?
