8.98

「問餘經」等者，他問前二釋中初釋也。因向他人判前三師釋則諸教去佛遠，準答文中具答遠近，亦應具問遠近二意，約純菩薩及二乘人，準化元意，本求佛果於昔未開，權機未轉故云未決。

Regarding "Asking: why are the other sūtras..." and so forth: another asks about the first of the two previous explanations. Because when judging the interpretations of the previous three masters for someone else, the various teachings were deemed distant from the Buddha; according to the text of the reply, which fully answers both distant and near, the question should also have contained both meanings of distant and near. In terms of pure bodhisattvas and persons of the two vehicles, according to the original intent of conversion, their original seeking of the buddha-fruit was not yet revealed in the past, and the capacity for the provisional had not yet been transformed; hence it is said to be unresolved.
