This is at the end of the transmission section of the trace gate. Previously, it already clarified that after the Buddha's passing, the merit of propagating the sūtra is deep: past buddhas verified the sūtra, and the present Buddha attained the path; the benefit of proclaiming and circulating it in this land and other directions across twenty thousand and eighty myriad kotis [of lands] is immeasurable. That persons obtain wondrous merit is truly due to the reality of the Dharma; therefore at the end of the transmission section it re-distinguishes what is transmitted. What is transmitted? It is the opening and revealing of the three cycles; hence it raises the wheel-turning king subduing the army with awe and gaining merit: because merits have large and small, what is bestowed is not the same.
