Answer: The one vehicle is the cause and condition of buddhas; there are no buddhas who do not preach the buddha vehicle. However, preaching the one vehicle of itself has two forms: first, directly preaching the one vehicle, namely one cause and one fruition, as in the lineage of the Avataṃsaka; second, first preaching the three vehicles and later preaching the one vehicle, which is the Lotus. Although these two are distinct, the one vehicle is without difference; therefore all buddhas preach the Lotus. The arising of the Nirvāṇa teaching is merely to reproach the sickness of impermanence, hence [proclaiming] permanence and bliss. If sentient beings had no sickness of impermanence, there would be no need to clarify permanence and bliss; therefore buddhas may preach the Nirvāṇa, or may not preach it.
