答：此經反三之始、歸一之初，外國多小乘學，小執已成難可移改，故能信者難也。

Answer: This sūtra is the beginning of reversing the three and the start of returning to the one. In foreign lands, most study the Small Vehicle; their small attachments have already formed and are difficult to shift or alter, so those who can believe are rare.
