十二明此華不生而已，生則華實俱含，喻此經不說而已，說則因果雙辨。

Twelfth, it clarifies that this flower either does not grow at all, but if it grows, flower and fruit are both contained together, illustrating that this sūtra either is not spoken at all, but once spoken, cause and fruit are both elucidated.
