十五明未敷之時而蓮實不現，喻佛初出世說法明有三乘，一乘蓮實未現，華開實方現，開方便門一乘真實方現。故此華有開未開，喻三乘之權、一乘之實也。

Fifteenth, it clarifies that when it is not yet in bloom, the lotus fruit does not appear, illustrating that when the Buddha first appeared in the world to preach the Dharma, he explained the existence of three vehicles, while the lotus fruit of the one vehicle had not yet appeared; only when the flower blooms does the fruit appear, and only when the gate of skillful means is opened is the reality of the one vehicle revealed. Therefore, this flower having unopened and opened states illustrates the provisional of the three vehicles and the real of the one vehicle.
