答：論但通明為十人，七人是有煩惱人，三人是無煩惱人，而不失三周意，三周亦不失為十人意，即可得兩而用之。

Answer: The treatise merely broadly clarifies that it is for ten persons—seven persons being defiled and three persons being undefiled—without losing the intention of the three cycles; nor do the three cycles lose the intention of being for ten persons. Thus, both may be applied together.
