Answer: Not necessarily so. For example, an ordinary being possesses the five defilements and furthermore does not recognize the provisional and real; thus possessing both light and heavy, both obstruct the one vehicle. However, once the great capacity is strong, these two cannot act as obstacles. Furthermore, regarding the Great and Small Vehicles, each has four propositions. The four propositions for the Small Vehicle: First, sharp faculties and light obstacles, such as Śāriputra and others. Second, sharp faculties and heavy obstacles, such as Aṅgulimāla and others. Third, dull faculties and light obstacles, such as Snake-Slave (Serpentslave) and others. Fourth, dull faculties and heavy obstacles, such as ordinary beings who do not attain the noble path. The four propositions for the Great Vehicle: First, sharp faculties and light obstacles: they are mostly born in other Buddha lands to hear the Great Vehicle. Second, sharp faculties and heavy obstacles; and third, dull faculties and light obstacles: these two mostly encounter the Buddha's initial attainment of the way, when the Avataṃsaka is preached, and attain awakening. Fourth, dull faculties and heavy obstacles: for this person, the Tripiṭaka is preached at first, down to finally hearing the Lotus Sūtra. This is just a general distinction.
