次論三說義。論曰「廣開三顯一，斷疑生信，為三根人三周說，初法說、次譬說、後宿世因緣說。」故三周說也。

Next, we discuss the meaning of the three preachings. The treatise says: "Broadly opening the three to reveal the one, severing doubt and generating faith, preached in three cycles for people of the three capacities: first the doctrinal preaching, next the parabolic preaching, and finally the preaching on causes and conditions in past lives." Thus there are preachings in three cycles.
