Answer: Sentient beings dread the Buddha Way as long and distant; in order to provide a place of rest, he provisionally spoke of the conjured city. Therefore, we know that recounting the past clarifies the provisional meaning. Regarding the present, it is said that in the Buddha lands of the ten directions there are no three vehicles. When those in the assembly heard of this absence, they approached the Buddha to demand them; hence we know that the absence of carriages is based on the present real. Furthermore, the parable of the conjured city pertains to being converted through the three vehicles, and is therefore a recounting of past provisionality; the parable of demanding the carriages pertains to being converted through the Great Vehicle, and is therefore the present reality.
