答：乃具含二義，而正取初意，是以三周說法可為二例。初二周說法正為發軫學小聲聞，二周領解亦然。第三周說法正為退大學小聲聞，領解亦然。

Answer: It fully contains both meanings, yet primarily takes the first meaning. Therefore, the three cycles of preaching the Dharma can be divided into two cases: The first two cycles of preaching the Dharma are primarily for the śrāvakas who set out learning the Hinayāna from the start, and the understanding expressed in the two cycles is likewise so. The third cycle of preaching the Dharma is primarily for the śrāvakas who regressed from the Mahāyāna to learn the Hinayāna, and their understanding expressed is likewise so.
