Answer: Although there are five kinds of śrāvakas, the Lotus teaching arose primarily for two kinds of persons: to cause those who set out learning the Hinayāna from the start to abandon the Small and have faith in the Great, and to cause those who regressed from the Mahāyāna to the Hinayāna to return to learning their original Great [Vehicle]; hence it is only for these two kinds of persons. Practitioners of provisional manifestation merely seek to entice and guide these two kinds of persons, so it does not need to be for them. Causing all to hear with the voice of the Buddha path means that the former two kinds of persons attain awakening. Those who are already able to cause all to hear with the voice of the Buddha path have already had it done for them, so it does not need to be for them either. Those of overweening pride dread the teaching and do not accept it, such as the company of five thousand; it cannot yet be for them.
