答：三界煩惱心所起善，皆是不動不出，非是乘義。二乘心所起善亦不動不出，亦非乘義。

Answer: The good generated by the minds of affliction in the three realms is neither moving nor getting out; it is not the meaning of a vehicle. The good generated by the minds of the two vehicles is also neither moving nor getting out, and is likewise not the meaning of a vehicle.
