答：亦是顯有因緣者故住，無因緣者故移之。若不移之，則此義不顯也。《華嚴》欲顯二乘不能見，故留之在會；若移之者，或言二乘能見菩薩事也。

Answer: This is also to make clear that those with the causes and conditions remain, while those without the causes and conditions are displaced. Were they not displaced, this meaning would not be made manifest. The *Avataṃsaka* wished to show that the two vehicles are unable to see it, and so retained them in the assembly; if it had displaced them, someone might say that the two vehicles were able to see the bodhisattvas' affairs.
