The Commentary on the Sūtra states: 'It begins with the ten good actions; when one good action is endowed with the ten good actions, it becomes one hundred good actions. Again, treated in terms of practicing oneself, converting others, praising persons, and extolling the Dharma, it becomes four hundred. Each possessing three grades, they become one thousand two hundred. Because the three faculties—the eye and so on—are weak in their function of aiding the Path, they attain only the middling and lower two grades, and therefore have only eight hundred. Because the three faculties—the mind and so on—are strong in their function of universal conversion, they are endowed with all three grades, and therefore attain one thousand two hundred.' Critique: The meaning of the Commentary does not require being endowed with the five kinds of dharma masters, and thus avoids the previous difficulty.
