Answer: An ordinary person merely believes the Buddha's words, which is called 'knowing'; this is not yet realization. When an arhat destroys this ignorance, he can know decisively, which differs from an ordinary person. Furthermore, the Buddha uses various skillful means to deliver sentient beings: if by hearing 'knowing' they awaken, he explains that they know; if by hearing 'not knowing' they awaken, he explains that they do not know.
