Answer: Although the Small Vehicle does not have the inconceivability of speaking the Lotus Sūtra for sixty kalpas, it has the other five inconceivabilities, namely the Buddha's power, the nāga's power, and so forth. Now, teaching the Dharma with a single voice is precisely clarifying the Buddha's inconceivability. Next, saying 'a single voice' does not necessarily restrict it to the Brahmā voice alone; whatever single voice the Tathāgata utters is able to cause different kinds each to hear it, and hence it is called a single voice. Furthermore, as for the single voice: when humans hear it, it is a human voice; when devas hear it, it is a deva voice; it is neither human nor deva. Because it is the voice of devas and humans, it is called multiple; because it is neither human nor deva, it is called a single voice. Up to the śrāvakas hearing the small and the bodhisattvas hearing the great, yet the voice is neither great nor small, and hence it is called single.
