Next, explaining the common meaning: since the śrāvakas undergo three turnings, the other two [vehicles] likewise serve as mutual parallels. Furthermore, as for what is common, practitioners of the three vehicles together contemplate the twelve causes and conditions; thus, one may commonly turn the dharma wheel of the twelve causes and conditions for practitioners of the three vehicles. However, with respect to the teaching of the twelve causes and conditions, two levels may be distinguished: for practitioners of the two vehicles, expounding the arising and ceasing of the twelve causes and conditions is termed the two turnings; for bodhisattvas, expounding the single correct contemplation of the middle way, free from arising and ceasing, is termed the single turning. Hence the Madhyamakaśāstra states: "Previously, within the śrāvaka Dharma, the arising and ceasing of the twelve causes and conditions was expounded; next, for bodhisattvas, the twelve causes and conditions free from arising and ceasing were expounded." The twelve of arising and ceasing are their sequential arising and return to extinction. Expounding for bodhisattvas the twelve free from arising and ceasing means that the twelve originally do not arise and now likewise do not cease.
