依《法華論》，初明不退轉歎於八地；皆得總持樂說之辨歎於九地，以九地菩薩得勝進陀羅尼及十種四無礙智，墮大法師位；轉不退輪歎於十地，唯佛能轉法輪。十地菩薩既受佛位，當知如佛亦能轉也。

According to the Fahua lun, first, explaining non-retrogression praises the eighth ground; all attaining dhāraṇī and the eloquence of joyful explanation praises the ninth ground, because a bodhisattva of the ninth ground attains the dhāraṇī of superior advancement and the ten kinds of four unhindered knowledges, falling into the stage of a great Dharma master; turning the non-retrogressing wheel praises the tenth ground, as only a Buddha can turn the wheel of the Dharma. Since a bodhisattva of the tenth ground has received the Buddha stage, one should know that like a Buddha they can also turn it.
