「自在天子」下，注解云，自在天子即是帝釋主兵大臣也。「大自在天子」者，是摩醯首羅，即帝釋師也。今謂上列欲界初二天，帝釋為主，三光、四鎮為臣。今列欲界化自在、他化自在後二天也。何故不列炎摩天、兜率天者，以先後列者中間可知，故不列也。

Below “the deva son Sovereign [Īśvara]”: the commentary states that the deva son Sovereign is the minister who commands the troops of Śakra. “The deva son Great Sovereign [Maheśvara]” is Maheśvara, who is the teacher of Śakra. We now maintain: the above lists the first two heavens of the desire realm, with Śakra as the lord and the three luminaries and the four wardens as his ministers. Now it lists the latter two heavens of the desire realm, Nirmāṇarati and Paranirmitavaśavartin. Why are the Yāma and Tuṣita heavens not listed? Because with the earlier and later ones listed, those in between can be known, hence they are not listed.
