There are four kinds of Brahmā kings. First, the sūtras say that there are “ten billion suns and moons, ten billion Brahmā kings, and ten billion realms of neither-perception-nor-non-perception”; these are inferior Brahmā kings. Second, the Zhìdù lùn says that “Brahmā kings are lords of a thousand worlds,” and the Dīrgha Āgama also says so; these are middling ones. Third, ninth-ground bodhisattvas act as Brahmā kings ruling over two thousand worlds; these are superior ones. Fourth, ruling over a trichiliocosm; these are the most superior. Māra kings and wheel-turning kings also have two kinds: the Mahāsaṃnipāta Sūtra says that “there is a Māra king who rules over three thousand worlds,” and the Pañcaviṃśatisāhasrikā Prajñāpāramitā Sūtra says that “emanated wheel-turning kings also rule over three thousand worlds.” Therefore, it cannot be judged in only one single way.
