1.59

流通二者，始從格量偈竟〈神力品〉謂讚歎流通；次從〈囑累品〉竟於〈勸發品〉明付囑流通。所以明此二者，將欲付囑使物弘宣，必須讚法功深美人德重，物欣此利然後受命弘經，故前明讚歎、後辨付囑。

Dissemination has two parts: starting from the verses of evaluating merit to the end of the Supernatural Powers Chapter is called dissemination through praise and extolment; next, from the Entrustment Chapter to the end of the Encouragement Chapter explains dissemination through entrustment. Why are these two explained? Intending to entrust so that beings will propagate it, one must praise the profundity of the Dharma's merit and laud the weight of the person's virtue; when beings rejoice in this benefit, they will then accept the command to propagate the scripture. Therefore, praise is explained first, and entrustment is discerned afterwards.
