初明一權一實義未究竟，及三根聲聞生信猶淺，故未現瑞。今具開二種權實，悟道人多，故現瑞也。

Initially, when expounding the one expedient and one real [teaching], the meaning was not yet ultimate, and the faith produced by the śrāvakas of the three capacities was still shallow; therefore no auspicious signs were manifested. Now, fully opening the two kinds of expedient and real, those who awaken to the Way are many; therefore auspicious signs are manifested.
