The chapter is divided into two parts: First, the bodhisattvas, having heard the praise of the Dharma and commendation of the persons above, make vows to propagate the sūtra; second, the Buddha, seeing the bodhisattvas make vows to propagate the sūtra, feels joy in his heart and therefore manifests great supernatural powers. The surging forth of the bodhisattvas had two purposes: first, to unfold the Lifespan, thus making its beginning good; second, to vow to circulate it, making its end good. "True and pure great Dharma": it is called "true" in contrast to the artificiality of the two vehicles; it is called "pure" because all entanglements are completely eliminated; and it is designated "great" because there is no virtue it does not possess. From "At that time, the World-Honoured One" onward is the second, manifesting supernatural powers. First is the prose, next are the verses. The prose has two parts: first, manifesting supernatural powers; second, praising the Dharma and encouraging cultivation. Manifesting supernatural powers also has two parts: first, clarifying that it is before the great assembly; second, properly clarifying the manifestation of great supernatural powers. As for why it was before the assembly: first, because he wished to benefit the great assembly; second, because he wished to praise the Buddha's sovereign supernatural powers and fearlessness. In the second part, properly clarifying the manifestation of supernatural powers, he manifests altogether five kinds of supernatural powers: First, manifesting the mark of the tongue, signifying that his expounding of the two provisionals and two reals is devoid of falsehood. The Fahua lun says, "Extending his broad and long tongue causes them to bear it in mind," which means causing them to bear in mind that what the Buddha speaks is not false. Second, emitting light reveals that this sūtra can eradicate delusion and generate understanding, just as light removes darkness and reveals objects; furthermore, he wished to cause those here and there to see one another.
