欲表釋迦為此土眾生說一乘法故現瑞於此土。三執難傾、一乘難信受，恐此土眾生不信，今欲將彼顯此，故現瑞於他方。初是正說瑞，次是證說瑞也。

It is intended to express that Śākyamuni preaches the ekayāna teaching for the sentient beings of this land; hence he manifests signs in this land. The three attachments are difficult to overthrow, and the ekayāna is difficult to believe and accept. Fearing that the sentient beings of this land would not believe, he now wishes to use the other to illuminate this; hence he manifests signs in other lands. The former is the sign for the correct exposition; the latter is the sign to verify the exposition.
