「四眾欣仰」下，第二、騰眾意請。以眾意瞻仁及我，故我今問，願仁答之。下云「何所饒益」，責放光何所下利？今疑何故放斯光明，問放光何所上弘。

From 'The fourfold assembly joyfully looks up' downward is the second part: conveying the assembly's intention to make the request. Because the assembly's intention is gazing upon you, benevolent one, and me, I now ask; may the benevolent one answer it. Below it says 'what benefit'; it asks: in what way does emitting light benefit those below? Now doubting why this light was emitted, it asks what higher propagation emitting the light serves.
